The World Bank has announced its first-ever 10-year Country Partnership Framework (CPF) for Pakistan worth $20 billion.
Focus Areas of the CPF
The CPF aims to address developmental challenges and promote sustainable growth by targeting six key areas:
Reducing Child Stunting
Focus on improving child health and reducing malnutrition rates across the country.Improving Education Outcomes
Enhance access to quality education for 12 million students nationwide.Enhancing Climate Resilience
Strengthen disaster preparedness and mitigate vulnerabilities for 75 million people.Transitioning to Cleaner Energy
Add 10 GW of renewable energy capacity and improve energy efficiency.Increasing Public Resources
Raise Pakistan’s tax revenue to over 15% of GDP, ensuring inclusive development.Boosting Private Investment
Attract private-sector funding to complement public development efforts.
Funding Breakdown
- Concessional Loans:
Three-fourths of the funding will come through IDA loans. - IBRD Contribution:
The remaining funds will be provided through the IBRD. - Additional Support:
IFC will provide supplementary funding for private-sector projects.
Ambitious Targets
- Provide healthcare access to 50 million people.
- Deliver clean water and sanitation to 60 million individuals.
- Improve food security for 30 million people.
- Ensure contraceptive access for 30 million women
Monitoring and Evaluation
The CPF includes a robust monitoring scorecard and a Pakistan Data Lab to track progress effectively.
Mid-Term Review
A review in FY30 will assess progress and determine whether to extend the CPF to the full 10 years.
Alignment with National Goals
The CPF aligns with Pakistan’s 5E Framework, provincial strategies, and civil society contributions.
Approval Timeline
The World Bank’s Board will formally approve the CPF in Washington, DC, on Tuesday.
